Welcome to my Personal Blog



The home of the National Procurement Service. My aim is to achieve greater efficiencies and value for money in the procurement of all goods and services for the Tanzania - Africa public service.
 For any business spending money is the first step towards making money. Spend too much money on goods and services and the cost eats away at profits.  Spend too little and the quality of goods or services can be damaged. Both scenarios put the business in jeopardy so effective Procurement is critical! 
Sustainable Procurement appraisal is intended to promote and create efficiencies in the Procurement part of my organization and can reduce the cost of wastage in other areas of my business. In addition to saving money, this can have a positive impact on the environment and a positive impact on customers who are increasingly demanding products and services that have been produced in a socially and environmentally responsible way.
 Achieving a Sustainable Procurement appraisal award demonstrates that an organization’s Procurement and Supply function meets the Tanzania legislation and aspirations on sustainability.
My Organization will be audited by one of committed and qualified sustainable Auditors. During the audit I will have access to an online self-assessment tool to guide me through each stage and help me to keep track of my results.  Passing the evaluation will result in globally recognized sustainable awards from the Organization or World’s leading procurement Unit to either a gold, silver or bronze level.  
Procuring sustainably can help my Organization, Clients and Government at large to eliminate waste, become more energy efficient and save money. Achieving a Sustainable Procurement appraisal prize can help to develop my Organization’s image and result act as a motivator for both recruits and suppliers.
The objectives of Zubeir H. Zubeir Online Portfolio are to ensure the application of fair, competitive, transparent, non-discriminatory and value for money procurement standards and practices; harmonize the procurement systems in Tanzania between the government Organizations and Private Organization through my Professional Skills and knowledge; set standards for the public procurement systems in Tanzania; monitor compliance of procuring entities; and build procurement capacity in the country.

  • Factor Supply Chain Management into business plans: Supply chain considerations should be core components of operations, sales and marketing planning, as well as contract negotiations with customers and partners.

Success Factors
  • Effective Supply Chain Management should focus on the supply chain in its entirety, rather than just at one stage upstream or downstream. In relation to implementation, there are nine types of activity that it is important to get right: Partnering, Risk and Benefit Sharing, Integration of Resources, Information Processing, Knowledge Capture, Social Coordination, Decision Making, Conflict Resolution and Motivation
  • Staying up-to-date with the latest developments in Supply Chain Technology (such as software and devices supporting production planning, inventory management, and warehousing).
  • I remember one of my lashing theories that I have been given by my beloved Supply Chain Instructor at University (Mr.Lyatuu) which state that “ There are four essential requirements in Supply Chain Management: 1. Connectivity - the capability to exchange information with external supply chain partners in a suitable format for facilitating inter-organizational collaboration. 2. Integration - the process of combining or coordinating separate functions to enable them to interact seamlessly, 3. Visibility - the ability to access relevant data in terms of its relevance and importance to the supply chain. 4. Responsiveness - the ability to react quickly and effectively to customer ,”
  • Mr. Zubeir H. Zubeir argues and proved that for best results, Supply Chain Management requires a Board level appointment; it has a crucial role to play within the organization, involving responsibility for predicting and satisfying end customers' demand back through to the suppliers and beyond. Effective Supply Chain Management involves working cross-functionally within the organization, as well as with upstream and downstream organizations.
